ABLA’s Managing Partners are Osanan Barros and Roger Frankel. Both have lived in Latin America and have deep and abiding connections with the region. Osanan’s expertise resides in designing and implementing projects with a strong financial underpinning. Roger has extensive access to key decision makers having served as an Australian diplomat in several countries in the region.

  • Osanan Barros pursued his career in the Bank of Brazil, reaching a high level of seniority as Director of the Bank’s International Operations. He was based in London for many years, prior to moving to Australia where he now assists Australian companies to engage with the Brazilian market

  • Roger Frankel is a former Australian Diplomat who represented Australia in several Latin American countries (Brazil, Argentina, Uruguay, Venezuela. Ecuador, Colombia, Dominican Republic). His last posting was as Ambassador to Venezuela and Colombia. Following a move to Melbourne in 2000, he has assisted innumerable Australian interests, especially in the education sector, with strategies to engage with opportunities in Latin America.

Osanan Barros

Osanan Barros: A distinguished professional career which involved living and working in countries as diverse as Brazil, Holland, United Kingdom, USA and Australia, has given Osanan a thorough understanding of international financial markets and  an in-depth experience of operating in differing cultural environments.

Osanan possesses a strong background in the areas of Management, Risk Management, and Finance, derived primarily from a successful career with one of Brazil’s largest banking groups, Banco do Brasil.

During his time with Banco do Brasil, Osanan served as Managing Director of the bank’s International Division in Sao Paulo, and also as the Regional Managing Director, for Europe, Middle East and Africa, based in London.

As Managing Director of the International Division, Osanan was responsible for Banco do Brasil’s global network of 26 overseas posts, covering areas of business as diverse as commercial banking, retail, investment banking, and international securities.

After settling in Australia many years ago, Osanan served as the Chief Financial Officer for the oil and gas drilling operator, Australian Drilling Associates Pty Ltd, and was involved with the company’s actions related to expansion into Latin America, such as capital raising, and due diligence for the Initial Public Offer (IPO) preparations.  He subsequently established his own consultancy business and assisted a number of energy and mining companies to expand their operations into Latin America, with particular focus on Brazil.

Osanan is a member of the Australian Institute of Company Directors (MAICD), and holds a number of non-executive directorships in Australian companies. He is fluent in English and Portuguese, and has a working knowledge and understanding of Spanish.

Roger Frankel

Roger Frankel immigrated from Brazil to Australia 1964. He graduated in 1973 from Monash University with a BA (Hons) and joined the then Department of Foreign Affairs in 1974. His last assignment, from January 1996 to March 2000, was as Australian Ambassador to Venezuela, Colombia, Ecuador and the Dominican Republic. His earlier postings were in Argentina, Belgium, Brazil and France.

In 2000, Roger became a Director of the Consulting Company, Frank Advice International Pty. Ltd. He was until 2009, Vice-President of the Australia Latin America Business Council. He established Roger Frankel & Associates to focus on Australia’s education links with Latin America. In 2001 he was contracted by the Council on Australia Latin America Relations (COALAR) to develop strategies to enhance Australia’s Links with the Education Sector in Latin America. This led many Australian education providers to focus on Latin America for the first time. In 2003 he co-authored “Doing Business with Mexico”, also funded by COALAR.

Roger consulted to several education providers and in those years the number of students from the region rose from 3,000 to 60,000. He consulted to the Colombian Government on VET Reform, and to the Andean Development Bank (CAF) on strategies for VET enhancement in several Latin American countries. He has also consulted to the Interamerican Development Bank.

From 2010-2016 Roger undertook various market research projects and organised several Missions for the Victorian Government in Australia. He advised on the development and execution of the Melbourne Latin America Symposium in March 2014 which had a strong research focus and the Victorian Government Ministerial Education Mission to Latin America in April 2015

Roger has been Brazil’s Honorary Consul in Victoria, based in Melbourne, since 2007. He is a fluent speaker of Portuguese, Spanish and French.
